WHCCA Board Meeting Minutes 3/20/14 7pm

Minutes Review/Approve
February minutes were reviewed and approved w/o changes.
Treasurer’s Report
Lawrence reported that he and David could not add Lawrence’s name as a signature on the account as David wasn’t a signature on the account, only Janet is. Lawrence will need to go to bank with Janet to get signature authority. It was decided that another board member should have signature authority in addition to Lawrence. Clayton was recommended as the one to also have signature authority. Lawrence will coordinate w/ Janet and Clayton to get this done.
After everything is settled with Bank of America, board may look into moving accounts to BECU.
Continuing Business
Landscaping
Landscaper has been seen doing work in the neighborhood and David paid them in error for January. Jason called and left messages reminding them we terminated our contract. He also resent them Katie’s letter. Jason will draft a certified letter to send to them.
We need an update from Clayton as to the status of contracting with Down to Earth Landscaping as approved in the February meeting.
We’re hoping Scott will still attempt power washing the Collingwood entrance rock during the Spring Cleanup Event.
Spring Cleanup
Gayle will follow up with Janet to change date of Spring Cleanup to April 26th so Whispers will have the correct date. The plan is to focus on the 3 entrances to the neighborhood.
Easter Egg Hunt Event
Scheduled for April 19th. Lawrence will email board when Heather plans on stuffing the eggs so folks can come and help her.
Newsletter
Jan has Whispers drafted and it should be out before April 7th. Clayton still needs to prepare a bio and send it to Janet with a photo for the following Whispers issue.
Website
Thomas volunteered to help Scott with updating WHCCA website. Thomas will reach out to Scott.
CERT Training
An article will be in the next issue of Whispers.
New Business:
Neighborhood Covenants
Lawrence expressed concern about having CCRs as part of homeowner’s deeds if they are not being enforced. The board needs to consider:
1. Are the CCRs enforceable without an active Architectural Control Committee?
2. Do we have the desire to take on the work involved in enforcing CCRs?
It was the general opinion of the board that the CCRs are likely not enforceable and the City of Bellevue regulations address most of the items in our CCRs. Jason will work with one of his real estate contacts to try and determine if the CCRs are enforceable and if not, can homeowners have them removed from their Deeds. Ideally, the CCRs should be posted on our website for members to view along with information about the “enforceability” of them. If it is determined that the CCRs are not enforceable, we should then also provide information about how to have the CCRs removed from a homeowners deed e.g. links to forms etc.
